I don't know. There is currently no deinterlacer that works that
way. The half or quater luminance is meant to emulate the afterglow
behaviour of CRTs. How much afterglow is needed needs to be tested,
as the efficiency depends on the human visual system rather than on
anything technical. Also keep in mind that going to black might
cause a flickering effect that is very tyring to the eyes, though
invisible because it's only every second line.
