I retested, and found the problem with the OPAC that you must have been seeing; http://svn.open-ils.org/trac/ILS/changeset/12605 shows the required change ('%' had to be changed to a character escape). I didn't find any problems loading the cs-CZ strings into the database; they loaded cleanly, no duplicate errors reported.
