Well, the development agenda isn't a set in stone thing and development comes from different places. If you have a specific kind of payment you want added creating a launchpad wishlist item is a start. Community feedback and getting wider interest in what you want being implemented certainly helps. From there a developer may take it up if they have the inclination but the only way to guarentee it will happen is to hire someone to do it.
