Hmm - what if you batch loaded the new students as a particular permission group that allowed them access to everything except checking out items, and then updated the permission group to one that allowed checkouts after they read user agreement? It would still mean staff would have to touch every account that was used to circulate, but it wouldn't be as time consuming as dealing with completing the self-registration forms, and it would be spread out as they came in to check out items, and it wouldn't even be necessary for students who didn't need to check out items.
