Hello David,

Could you share the output of 'iscsiadm -m node -o show' with me?  That
will dump the full details of the node record.  In particular I'd like
to check the setting of node.startup.

If node.startup is set to manual, then the systemd units for
managing automatic session startup and shutdown will ignore this target.

The default node.startup setting that will be applied to newly added
targets can be found in /etc/iscsi/iscsid.conf
