Todd,

You are attempting to build 1.6.20.1 which is a released version.  As
Stephan Wiesand indicated, the required patches in support of 4.10 are
committed to the openafs-stable-1_6_x branch but have not been published
as part of a release.

If you want to build from source you will need to checkout the
openafs-stable-1_6_x branch of the OpenAFS git repository and build that.
