I will have to brush up on the SysInternals Process Monitor.

I exited Drop Box which stops the Dropbox.exe process and
still get the right click delay.

While that may be true, the method by which it determines whether or not it
should be displayed is by querying every file in the directory.  There may be
an interaction there.   There is no logging interface for shell extensions so
there is nothing I can ask you to collect.

A right click will produce a number of pioctl operations to be sent to the
afsd_service.   Those can be monitored with SysInternals Process Monitor.
Filter on paths including _._AFS_IOCTL_._.    Turn on the "Duration" column to
see how long the requests are taking to complete.
