well a final thought is that regardless of a list split it sounds like
some would have convo's they wouldn't want to see. I don't see that
changing... there is no way to organize groups to make you be able to
see everything you want. so my advice would be to learn how not to
read everything coming in.

a development list could end up being much heavier on where things are
going, patches, bugs. etc. In theory it should result in all decisions
about the development of the project being made in the open.

an announcement A list or B rss feed is good too. I personally think a
feed using feedburner with mailing is good. or at least a standard
format on the general list so it can be easily filtered.
