Is it possible that something else is running on port 8080? Can you serve up 
HTML files from Jetty?

No, I am only getting 404 error from Jetty..

I had openBD running fine (minus the www. issue) with the previous
install.

I deleted it, removed the Jetty service, and reinstalled.

I simply unpacked the Ready2Run download, place the folder in c:\
which created c:\jetty-openbd

I started Jetty (start.jar)

Then I follow the directions (readme) but I am getting only 404 error.
So Jetty is responding to show 404 error.

Not sure what I am doing wrong here.
