Out of the box this is correct, but you can manually wire up BlazeDS (which is what Railo uses, as well as CF 9 if I'm not mistaken) and OpenBD, or you can of course call CFCs as web services from Flex.
We have BlazeDS integration targeted for an upcoming release, but I'll put together another HOWTO on manually configuring things and release the BlazeDS sample apps running on OpenBD. Consider it bumped to the top of my list.
Ideally what I want to be able to do is write my code etc and test it on my windows flex 3 coldfusion 8 setup and then deploy it as swf and cfc's to the internet server.
Not sure why you'd develop on a completely different setup than what you're going to deploy to ...
