For now, the administration console doesn't work on OpenBD-GAE. You'll need to edit bluedragon.xml manually, and it can't be changed after you deploy your webapp to Google's servers (you'll need to re-deploy whenever you change bluedragon.xml). Fortunately, there's not really much that needs to be configured, but this in on our to-do list.
