I'm wondering if some of this has to do with a different JVM version 
being used in Tomcat and another when compiling the webservices (they 
necessarily are not the same especially if JAVA_HOME is different).

Alan, what version of Java is being used to run Tomcat? And version is 
being reported for JAVA_HOME?  If it's an Ubuntu system, it could be an 
OpenJDK issue (I've had other problems with OpenJDK being the JAVA_HOME 
for non-webservice stuff crop up).
