I just wanted to let everyone know that I resolved the issue. After
looking at the tomcat logs I saw that it was complaining that port
8005 was in use. After running a netstat -ab I was able to determine
that port 8005 was being used by a program called "LogMeIn" which I
promptly uninstalled. After restarting the apache tomcat openbd
service, I was able to get to the openbd administrator and log in.

Just a point of interest here, in IIS7 under the ISAPI filters, the
openbd entry is listed as "Railo" this time. It used to be openbd.
