You can check the Tomcat logs directly in c:\optenbd\tomcat\logs\ and see if 
they yield any more helpful information.

The catalina log would probably be the most useful place to start.

I downloaded the 1.3 installer 64-bit. I uninstalled 1.2 and ran the
1.3 without issues. I tried to access the openbd administrator and it
still didn't come up. Again, I noticed that the apache tomcat openbd
service wasn't started so I started it again and tried to access the
openbd administrator and still no luck. Then I went back to the
services panel and I noticed that the apache tomcat openbd service was
stopped. I looked in the Windows system log and I found the following
