Its a mostly open stack...Google releases the sdk as open but you can't run a GAE cloud on your own hardware. However it will be just a matter of time before other companies start offering GAE compat / swappable services. For example, Google's own new remote file storage is a complete swappable clone of the Amazon's S3 API.
