I'm not saying this was your problem, but I should have said more -
about the steps I follow to restart Tomcat:
Stop the Tomcat service via your control of choice
Count to 10, or go get some more coffee
Check your processes to see if a Tomcat thread is STILL running
Kill it
Count to 10 again, repeat the above...
Restart the web server too - if you have changed xml or are just anal
like me.
NOW, start the Tomcat service and wait another 30 seconds or so before
doing anything...
