Actually it looks like you're getting closer.
It looks like it's finding the xml setting, but getting hung up on your
Windows drive specifier (which I don't use on my linux system),
expecting anything before the first slash to be a protocol.
Try it without the C:
like \openbd or $\openbd

I've been rebooting Tomcat with now luck, but just read Jason and
Alan H's advice to stop the service and delay. I killed the "Apache
Tomcat OpenBD" service for a good 3 minutes, still no luck.
