@David if Glassfish is setup for JSP then most likely the tools.jar is already setup.

As for Jetty ... you can drop it into any of the folders below:

/<jettyroot>/lib/
/<jettyroot>/lib/ext/
/<webapp>/WEB-INF/lib/

These all work for me when i require to deploy. I will usually put them in the first directory if i am deploying multiple instances on the same server. Please make sure you are using the right tools.jar file from the JDK you are running Jetty under.

Believe me, i would love to have tools.jar as part of the JVM and not have this nonsense.
