I wonder if starting the process with CFPROCESSINGDIRECTIVE (pageencoding...) would help. So that the upload - vs cffile's post-upload-rename processes - might all be on the same character set?

I usually handle such issue by renaming the file in the upload step... replacing all "umlaut" with ae / oe etc and make sure (if the name will be stored in the DB you use the converted naming form.
