No matter what I do, OpenBD can't find the Server.cfc file.

I'm digging around Tomcat log files, I found something very strange..
My directories are being deployed many times over.

They're being deployed 7 times each, so each application/directory adds 
quite a bit of overhead, I decreased startup time with a few *minutes* by 
just removed a few blank/unused application directories, but the problem 
with 7 deployments remain.

The issue is definitely with Tomcat.

I also found (But am less concerned about):
"INFO: The APR based Apache Tomcat Native library which allows optimal 
performance in production environments was not found on the 
java.library.path:"

I'm definitely NOT a tomcat guru, anyone seen this kind of behavior before?
