You just can't do this.  So don't.

If you change a partition size with disklabel, newfs needs to follow.
(Exception: see growfs(8)).  The fs will continue to access space
beyond the shrunken disklabel partition.  Stuff newfs'd in the new
area will reference this same area.  Result: perdition.

I assume you've been doing things in the area freed up by the
disklabel shrinkage. If so, reinstallation is your single option.
