speaking of configure(1), IMHO the options should have defaults something
like this:
--{ca,ra,pub}-prefix default to --prefix with /{ca,ra,pub} attached, resp.
--modules-prefix defaults to --prefix with /perl5 attached
--{ca,ra,pub}-{htdocs,cgi-bin}-{fs,url}-prefix
default to --{htdocs,cgi-bin}-{fs,url}-prefix + /{ca,ra,pub}
