your interpretation about ^V is correct.

vi ain't vi anymore, check which one you are using, :vers.
especially under linux you haven't got the original vi but some
reimplementation like nvi, elvis or vim.
the ^Vu is vim-only i guess (i use vim 6 btw.), it preceeds 4-hex-digit
unicode chars, ^Vu20ac yields €.
another vim-ism is ^K, e.g. ^Ka: for ä, but i don't use that.
