Try adding this line to the raserver.conf and to the ca.conf
RBAC "off"
This should solve your problem.

It is porbably related to a software problem (you are certainly using
a SNAPs wich due to some changes are not very stable - we have to work
to integrate different ideas into the package and it seems it will take
some time to have it done).
