I've the same problem. I'am using the openssl SNAP  from your tools/ dir and the latest
OpenCA-0.8.20010623. The chain is definitly build and the ca-cert is in the chain dir.
I can verify properly all my certificates in netscape.

This error is gone with the right openssl version.
