there is another problem with ie4.0 - it cannot install the certificate - it does not 
accept pkcs#12, it can not download  issued cert, it also can not download ca cert. is 
there any hint how to use xenroll.dll so the ie40 browser can import issued cert from 
pub ? thank you,

This sounds like a browser with exportrestrictions which are not
acceptable today. Is this IE4 a version with or without a strong
cryptographic CSP?
