if you go to the openca web page and go to the doc page, hit the online link button. go to chap 2 Configuration and look for the channel verification section(1.1) Under the etc directory is a dir called access_control with a file that must be edited to set the keylength to zero. I'm not booted in Linux right now so I don't know the file name but it is pretty obvious. It maybe called access.xml or something along those lines.
