I used to have that problem, How this used to happend in my machine?? I used to install OpenSSL by my self using tar.gz, and I used to use in the ./configure the option --with-openssl-prefix=/usr/local/ssl, and all times it used to happend, then I moved to Install OpenSSL using the RPMS from the RedHat 9.0 CDs, and after that I used this path in the same option from the ./configure script --with-openssl-prefix=/usr/, and that solved all of my problems.
