"tmp"  means "temporary", so IMHO this dir doesn't contain any sensitive
data.
Probably it can contain some useful files, like openca_socket.pid or
temporary e-mails files, but simple sorting by date and time can show you,
what some files are realy old. I have deleted entire structure of tmp/
(openca was stopped) on test environment and nothing harmfull was happened. 

As this is your running environment I suggest one of the following : backup
entire installation and clean tmp dir, or wait for comments from OpenCA
development team.

And sure there are possibility, what the reason of the problem does not
depend on tmp/ files.
