Most probably you did not install openca-tools first and/or OpenCA's
configure did not find the executables from openca-tools. (It happened
to me, too.)

Make sure that you installed openca-tools. This should be the two
executables openca-sv and openca-scep. (The README is wrong; it names
other executables.)

In etc/servers/node.conf there is a configuration OpenCA_SV_Path. Make
sure that it has the path to your installed openca-sv executable.

If you ever want to use openca-configure with etc/config.xml again,
update etc/servers/node.conf.template as well.

If you want to use SCEP, update the respective configuration in
pub.conf{,.template} and scep.conf{,.template} .
