I think you cannot freely download the 11.11 document from the web. One alternative is 
you can ask a card vendor to give the reference manual(or equivalent) of their SIM 
card. That document will give you a very detailed explanation of the commands(APDUs), 
using which you can create your own service or use passthru card service to 
send/receive APDUs.
