"GSM 11.11 version 8.2.0 Release 1999" is the most recent version of
11.11. You can download the specs from http://www.etsi.org follow the
link "publications & products" and then search for "100 977 V8.2.0
(2000-05)" and "click standard type and documetn No" this will give you
exactly the latest version. To download the spec you have to register, I
think it is free of charge.
