Adrian: I'm not sure this weighted voting is fair.

Rob:  My metaphore comes from the world of sports, not politics:  When AP
or UPI polls rank the top 25 teams, each voter votes for 25 teams in order
from 1 to 25.  A team gets 25 points for each first place vote it receives,
24 points for each second place vote, etc. down to 1 point for each
twenty-fifth place vote.

If we have two positions to fill for each category but can only vote once,
we are denied the opportunity to express our opinion as to who should fill
the second position.

But I'm talking theory, not implementation; so listen to the person who has
to automate the voting.
