Sorry about the delay here. I'm not a big fan of branching (though to be honest me experience is with RCS; this cound be easier with CVS for all I know). Somewhere down the line the branch and the main line will have to be brought back together - that means more work, and for that matter deciding when to do it.
Some time ago we almost decided to declare 4.0.10 to be OK and promote it to 4.1.0, but never followed through. How about we do that, and then open things up wide again? What do y'all think?
