I was in your shoes a couple of weeks ago.  After alot of
scratching around with the Windows versions, here's what I've
found:

1) X-Win Pro Version 5.3 (that Richard mentioned) works with
   both the cygwin and the Exceed versions, you will have to
   do some key mapping with the Exceed version as some keys
   on your keyboard do not function.  I have yet to figure
   out how to do this.

2) I have installed both the Exceed and Cygwin versions (as well
   as the 3.whatever relic from IBM itself) on both 98, and NT. I
   have noticed no problems but I am not in full use yet.

3) The instructions provided by Suhaib in the readme are correct
   and complete, I suggest installing the Exceed version, the 
   downloads are quicker and the process is simple (there were
   some unmentioned things I had to do for the Cygwin version):

        1) Install X-server
        2) unzip OpenDX files
        3) reboot
        4) open X session
        5) Using the start menu
                Start-Data Explorer-DX Program Editor

You'll make your life alot easier if you install to the C: drive
