XConfigure utility which ships with Exceed.  Read the Exceed manuals,
please.

DX 3.x from IBM URL would core dump on Windows 2000.

Rebbot is not needed

Ummmm..... I did not add anything to Start Menu of Windows... you must be
taling of DX 3.x from IBM URL.
