It should install Windows Installer if not installed, but that would work on Windows 98 SE, though I have not tested, I am only taking words from InstallShield manuals. However you could go to Microsoft site and download the Windows Installer for Windows98, install it and then run setup again. I do not have a link for it, but if you do a search on msdn.microsoft.com (include search download as option) with keywords Windows Installer Windows98, you should find it.
