Problem solved now, just for anyone else who tries this it does install the
windows Installer but dosn't do the necessary reboot. Once the install
routine bombs out with the message below you need to reboot windows and run
it again, then it will install no problem.

It should install Windows Installer if not installed, but that would work on
Windows 98 SE, though I have not tested, I am only taking words from
InstallShield manuals. However you could go to Microsoft site and download
the Windows Installer for Windows98, install it and then run setup again.  I
do not have a link for it, but if you do a search on msdn.microsoft.com
(include search  download as option) with keywords Windows Installer
Windows98, you should find it.
