I guess it's meant to start by El-Mansoura, but no need to call it the capital of open-source to remove confusion or any kind of debates. Personally, I see it as a part of Egypt at the end of the day, so if it's Cairo/Alex/Mansoura/Aswan ...etc it's not a problem for me, they are all Egyptian cities and using my Egyptian nationality that I'm proud of, I belong to Cairo as much as I belong to Mansoura and all other Egyptian cities. However, calling it as capital could leads to many unneeded confusions that we don't need to get into it. Someone may then ask why should the government look to the open source companies from Mansoura not From Alex? or why should other cities won't get the advantage that Mansroua will get?
