Let me try to clear some of the confusion since I attended the original
meeting:

Mansoura: It was mentioned that we cannot start by a mission critical site,
it would be a good idea to start operating in a smaller city as a *pilot
project*. Mansoura was suggested, the minister +1'ed it, and attendants
+1'ed it too. I personally like the Mansoura choice since it does have lots
of open-source oriented youth. It was suggested we start by the University,
and I recently knew Mansoura university is already strongly open-source
oriented. This will help this pilot conversion project succeed, which will
help the overall thing to succeed. Being the "capital of open-source" is
just marketing buzz you can ignore

The minister made the point that we should "*manufacture* software, rather
than being only resellers". It is understandable why he would feel that way
of course, however, there is still some confusion because open-source by
definition, and of its strongest merits, is being able to stand on the
shoulders of giants. I don't think this will be a problem though.

Please correct me, my understanding is that there is now a push for creating
an excellence center for open-source, that will push forward interest in
open-source, lay down strategies ..etc. And that will attract, foster and
grow local foss oriented companies.
