Hi Karsten, NEED TO KNOW is perhaps an unfortunate label that may have been coined by military security, a unique environment. It seems to have taken root because participants in that organization structure rarely ask questions or engage in "pertinent" discussions or intellectual debates. Such is not the case in Healthcare, however some label is required to discuss and explain filtering and blocking processes (not suggesting either as a label).
NEED TO KNOW as a label does imply that a NEED has to be established prior to granting access.
