I went ahead and updated everything in 2.2/2.3/3.0. Added the DISCLAIMER, updated the NOTICE files. There were two files that didn't have the ASL header (openejb-jar.xml and ejb-jar.xml). They were there but I applied a patch that yanked them. They're back now :)

I scrapped all our jars with rat too and they all looked good.

We should be ready to go.  Anyone see anything outstanding?
