All of the NOTICE files did not meet current Apache requirements,

I went ahead and updated everything in 2.2/2.3/3.0. Added the
DISCLAIMER, updated the NOTICE files. There were two files that
didn't have the ASL header (openejb-jar.xml and ejb-jar.xml). They
were there but I applied a patch that yanked them. They're back
now :)
I scrapped all our jars with rat too and they all looked good.
We should be ready to go. Anyone see anything outstanding?
Getting the disclaimer into the jar files is the only issue that I see.
Will the build create a binary distribution? Or do you pull the jar
files together manually?
