Yeah, mod_ftp is *very* temperamental. It's not fixed in 2.2 either. I'm
looking at a wholesale replacement. I've looked at apache lib_modftp
(and actually have a semi-working implementation - needs proper network
ACL apache module to be written) and also a couple of standalone ftpd's.
At any rate, ftp won't be working properly for 2.2. But it's a priority
thereafter.
