These ovs patches can support both VxLAN-gpe+NSH and Eth+NSH, how to use them 
depends on users, so the previous way is ok, hybrid mode is also ok.

Yes, Openflowplugin must be changes to support these new actions and match 
fields, in gbp, sfc and ovsdb, openflow utils need to be changed, openflow 
pipelines need to add push or pop nsh actions, no other changes are needed.

A few more questions now that Ive started looking into this:

I notice you're using Eth+NSH encapsulation between the SFF and SF, but 
VXLAN-GPE + NSH between the SFFs. With your patch, can we use VXLAN-GPE+NSH 
between the SFF and SF?

I guess we wont be able to use your patch with the current ODL OpenFlowPlugin 
yet, right? Depending on how similar your patch will be to the final solution, 
we can consider modifying the OpenFlow plugin.

officially?

What are the system requirements for using your patch, like Linux kernel, OVS, 
etc. It doesnt look like it, but is DPDK needed with this patch?
