Shouldn't you have got their agreement for outputs to be open sourced before you sought funding? It could save a lot of trouble further down the line...

Agreement? There's no agreement - we're just responding to a Request For Proposals. This is no proposal for funding either - we're going to create a proposal to enter into a contract to provide software development/engineering services. Liability concerns are much less in that situation because the client can approve or disapprove features.
It may sound confusing to some, but now the ill is on the developer community - if we want work as legitimate developers on Open Source Software we need to present a good case for doing the work in the form of an RFP to meet a customer's needs. You've got the basic requirements/skill sets from my previous e-mail. If you have some code and skill sets that apply to the project I want to hear from you. I have some projects already to consider for inclusion, like VistA and OpenEMed, but I would like others.
I especially want to hear from you if you are one of the following:
* a computer science person with a bachelor's degree and background in healthcare
* a doctor interested in applications/informatics
* knowledgable about HIPAA
* an experienced EDI programmer
* have experience with VistA, OpenEMed, the Brazillian telemed project, OIO or similar application
* a present/former systems analyst in healthcare
* a person with good project management experience in healthcare
