The thread on communication initially around HL7 looks to me like the core of a white or green paper on this topic.
The F/OSS movement and OSHCA particularly are well-suited to producing such a view of it, whether we are also going to produce the resulting solution is another matter and I won't predict that future, but again, it seems to me to fall into the class of problems where F/OSS methods and applications are good. I can't write the paper, but I wonder if those of you who have the relevant knowledge might be persuaded to do so?
