I don't know exact reasons.
Just have never seen any activity in that area.
I recall several bug reports but none expressed a strong wish for the next  
release.
May the very same reason the SAF had for MIB support termination.

Just guess:
In ATCA a Shelf Manager usually provides a SNMP interface.
It is not clear what additional value HPI SNMP interface brings.
