This is how it is done in the Voltaire stack. However, I think that there are a
lot of modules in the openib as it is.
But the main question is: does openib wants to support ATS arp ? do we also want
to support ATS registration/deregistration ?
openib can support, for example, only the ATS arp and rely on the openib-less
targets to do their own registrations.
