I just spoke with Don (who asked me to send this because he won't be able to be 
online for a bit this evening).  Yes, the poll should be deleted.  The board 
should vote on all three documents (IPR Policy, IPR Procedures, Bylaws) and 
*THEN* we should have the membership vote to approve the changes to the IPR 
Policy and Procedures documents.  (No membership vote is required to update the 
bylaws.)

Don will also look into distributing the correct copies of all three documents 
to the board shortly.

Apologies, I thought I had answered the question when I said I believe I am 
following the proper procedure.  I believe you are now telling me that the 
procedure is to have the BoD vote first, then the full membership.  I did not 
understand that to be the case.  If that is correct, I will delete the poll.

Hi John,
The policy is only one of two documents which make up the IPR policy. The 
second is a process document which is missing (and was Mike's question a few 
days ago).

You still haven't answered my question of why we're asking the membership to 
vote on this document when the board hasn't approved it yet.

But John, where are the documents being voted on?  As the board has not 
received a full copy of them, I do not understand how the membership would have 
either. Additionally, why would we ask the membership to vote on this change
